Need of Community Policing in India
Man is a social animal and lives in the society. In India the constitution has set up many things in the society. Different laws are imposed on the public for different works. For the enforcement of the law, the police play an important role. In India, except some states, others are facing the problem of increasing crime rate day by day. The main reason for that is the public-police ratio. Due to the increasing population the number of police persons is insufficient. In such situation the police can not control the crime easily and the public raises the finger on the working of the police. The second reason for increasing crime is the lack of faith of the public on the police. People do not report for the crime thinking that police will not do anything which boosts up the moral of the criminals. Both the reasons are very justified. The situation gets more critical in the rural areas. Blaming system and police is not the solution of this problem. What can police do when it does not get the report of the crime? There are not enough police personnel to provide safety to each and every person. The government also has some limitations due to which it can not increase the strength of police and forces beyond a limit. Keeping all these things in mind, a change in the policing system is the need of the hour.
The current policing system involves the delivery of law enforcement services to the community which has been reactive also. It believes in responding to calls for police service. The interaction of police with the citizens is thus mostly of an emergency nature when crimes are reported. Police then comes into action. This is the traditional reactive model of law enforcement which is being implemented till today.
However there has been development in each and every sector of the society. So some changes are required in the policing philosophy. In this context, the community policing model is most urgently required all over India because it balances reactive responses to calls for service with pro-active policing and problem solving. When a person from public becomes a part of police system and helps the administration, it is called community policing. This is also called neighborhood policing. It is a policing strategy and based on the concept that community interaction and support can help in controlling crime. This policing system focuses on prevention of crime and social disorder through the delivery of police service which includes traditional system as well as prevention, problem solving, community involvement and partnership. Community policing requires joining together the hands of police and citizens as partners in the course of both identifying and effectively addressing issues.
This system can be very effective in reduction of the crime as the strength of the persons fighting with the crime increases very much. On the other hand there is a fear of the uniform in the criminals due to which they easily identify the police personals. When there will be community policing the criminals will have a mental pressure on their mind because anyone from the public will be reporting their crime to the police.
In this context Chandigarh Police has started the scheme and getting good results. Haryana Police is also having some steps in this direction. Govt. Railway Police Haryana has formed GRP rail warden association under the guidance of Bharti Arora SSP GRP Haryana. People from all the class like the daily passengers, auto rickshaw drivers and vendors are selected as rail wardens who are performing their duty very well in the mission of reducing crime. All the rail wardens work under the guidance of their respective S.H.O and keep an eye on the persons involved in crime. At many times they are awarded for their performance to boost up their confidence.
Hence the scheme of community policing is by the public and for the public. The government should start it in all the states and the people should participate in the schemes. If all the public will help police in removing crime then the society will be peaceful very soon.
